This is the collection of U.S. Army and U.S. Marine Manuals and TO&Es of the Cold War. I have purchased some myself, but most are things I've found online and want to backup (anyone who has spent time looking at old TO&E sites knows what being burned by link rot is like).
As far as TO&Es this includes some real TO&Es, but a more significant number of reference data books that visualize TO&Es from division to squad for training purposes.

Army National Guard Unit Lists
These are mainly excerpts or full copies of Reports to the Adjutant General for the Army National Guards of various states and orders to reorganize. In cases where it's an excerpt, I link to the full version. With Hathi Trust non-US people often need to use a VPN though.
I am particularly interested in the Guard's Pentomic reorganizations, so many of them are from that time period. These show the locations of unit armories, usually down to the company and detachment level, and in the case of reorganization orders which units were converted into what. (F/R = Date of Federal Recognition)
Arizona
1955 Feb 1 - "Station List & Officers' Directory"Â - Units, armory locations, F/R dates, drill nights and a list of the officers in the Arizona National Guard down to the company-level. The major Army units were the 158th Infantry Regiment and 480th FA Battalion.
1959 Oct 1 - "Annual Report of the National Guard of Arizona for fiscal year 1 July 1958—30 June 1959" - Units down to the company-level with armory locations and unit strengths after Pentomic reorganization on page 5. Air National Guard units on page 8. The major Army units were the 258th Infantry Brigade (Separate) with 1st and 2nd Battle Groups, 158th Infantry, plus 1st Howitzer Battalion, 180th Artillery.
California
1960 - Excerpt of "Biennial Report of the Adjutant General, 1 July 1958-30 June 1960" (Full Doc on Hathi Trust, US Only) - Includes the pre- and post-Pentomic organizations of the California ARNG, including tables what units were redesignated into what, and inactivations. Full unit directory down to the company-level with addresses of armories also included. Major units were the 49th Infantry Division (Northern California), 40th Armored Division (Southern California), 114th Artillery Brigade (Air Defense), and 103d Ordnance Group.
Florida
1960 Dec 30 - Excerpt of "Report of the Adjutant General of the State of Florida for the Years 1959 and 1960" - First includes an officer directory with name, rank, office and personal hometown for both the Army and Air National Guard. Second includes a post list (organized by armory location) and shows what units down to the company/platoon-level was stationed there and who commanded the post. Major Army units were the Florida parts of the 48th Armored and 51st Infantry Divisions and the 50th Quartermaster Group.
Georgia
1962 Oct 1 - Annual Report of the State of Georgia Department of Defense during FY-1962 - Still a pre-ROAD document with an Armored Division based on Combat Commands. Includes detailed map on page 58 showing unit armories and the battalion boundaries in Georgia. Army station list down to the company-level (including address in addition to city) runs from page 60 to 67. Stations and strengths of Air National Guard units are on pages 119 to 120. Major units included the Georgian part of the 48th Armored Division and 108th Artillery Brigade (Air Defense).
Hawaii
1959 June 30 - "Annual Report of the Adjutant General of Hawaii for Fiscal Year 1959" - Includes the major units (battle groups, battalions and separate companies) added, deleted and unchanged during the Pentomic reorganization with their TO&E numbers listed on page 6. Full unit station list down to the company-level with armory location, F/R, and strength on pages 17 to 18. Major units were the 29th Infantry Brigade, 298th AAA Group, and 227th Engineer Battalion.
1960 June 30 - "Annual Report of the Adjutant General of Hawaii for Fiscal Year 1960"Â - Company-level station list on page 17. 298th now listed as the 298th Artillery Group.
Illinois
Excerpts of the "Biennial Report of The Adjutant General, Illinois" (Full Doc on Hathi Trust)
1946-1948 - Shows all Army NG units down to the company-level with armory locations and activation dates. During this period is when the National Guard was reorganizing post-war.
1948-1950 - Relatively undetailed, listing just the strengths of the division, brigade, RCTs, and separate battalions. The major units were the 33d and 44th Infantry Divisions, 109th Antiaircraft Artillery Brigade, 178th RCT, and 33d Ordnance Battalion.
1950-1952Â - Shows the units ordered into active service for Korea and their home stations. Major units were the 33d Infantry Division, 44th Infantry Division, 178th RCT, 698th and 768th AAA Gun Battalions, and 32d Ordnance Battalion.
1952-1954 - Major units were the 33d Infantry Division, 178th RCT, 202d AAA Group, and 32d Ordnance Bn.
1954-1956 - Major units were the 33d Infantry Division, 178th RCT, 202d AAA Group, and 32d Ordnance Bn.
1956-1958 - Major units were the 33d Infantry Division, 178th RCT, 202d AAA Group, and 32d Ordnance Bn.
1958-1960 - Covers the Pentomic reorganization era, although doesn't have any sort of conversion tables or unit station list like other states. I have included pages listing awards granted to individuals because it includes the name of their subunit, so you might get an unorganized idea of what the division's subunits were designated. Major units were the 33d Infantry Division, 1st Battle Group, 178th Infantry, 202d Artillery Group, and 32d Ordnance Battalion.
1960-1962 - Still the Pentomic era. A significant list of personal awards is included, which shows subunit names.
Iowa
1960 - Excerpt of "Biennial Report of the Adjutant General of the State of Iowa for the Fiscal Years 1959 and 1960 Beginning 1 July 1959 and Ending 30 June 1960" (Full Doc on Hathi Trust, US Only) - Army and Air National Guard station list as of 30 June 1960 down to the company-level, with unit strengths and armory locations. Also includes the location of unit organizational maintenance shops. Major unit was the Iowa part of the 34th Infantry Division.
Nevada
1960 June 30 - "Report of the Adjutant General of Nevada for the Fiscal Years 1959 and 1960" - Includes a unit station list down to the company-level including commanding officer, armory location, F/R and strength on page 14. Major unit was the 121st Artillery Group (Air Defense).
Pennsylvania
1959 July 6 - "Reorganization of the Army National Guard 1958-60" - Old unit, new unit, armory location, and F/R down to company-level. Some major units include the 28th Infantry Division, 104th Armored Cavalry Regiment, and 51st Artillery Brigade (Air Defense). Thanks for Aaron Heft at the 28th Infantry Division Association.
Maryland
1962 - Excerpt of "Maryland Manual, 1961-62" (Full Doc) - List of units in the Maryland Army and Air National Guards down to the battalion and separate-company levels. Unfortunately it doesnt list the armory locations of the units. The major Army units were the Maryland part of the 29th Infantry Division and 691st Artillery Group (Air Defense).
Montana
1962 Oct 15 - "Biennial Report of the Adjutant, General State of Montana, 1 July 1960 to 30 June 1962" - Army and Air NG units down to the comapny-level with armory locations, authorized and actual strengths as of 30 June 1962 are shown on pages 23 to 25. The major Army units are the 163d Armored Cavalry Regiment and 154th Artillery Group.
New Mexico
1960 Dec 1 - "Annual Report of The Adjutant General of New Mexico" - Army NG units down to the company-level shown with armory locations and strengths on page 36 to 38. New and old units during Pentomic reorganization proces shown pages 41 to 47. The major Army unit was the 111th Artillery Brigade (Air Defense).
New York
1960 June 1 - "Annual Report for the Division of Military and Naval Affairs for the Year 1959" - Unit strengths down to the battalion and separate company level for Army and Air National Guards and Naval Militia on pages 34-39, but no armory locations. Some major Army units include 27th Armored Division, 42nd Infantry Division and 102nd Artillery Brigade (Air Defense)
1973 March 31 - "Annual Report for the Division of Military and Naval Affairs for the Year 1972" - Unit strengths down to the battalion and separate company levels, but no armory locations. Army NG units on pages 15-1 to 15-3. Air National Guard units on page 29-1 to 29-2. Naval Militia units on pages 31-1 to 31-2.
Puerto Rico
15 Feb 1959 - Newspaper clipping "Gran Parte del Presupuesto de Puerto Rico Asignarán al Nuevo Programa de Educación" - Newspaper story that talks a little bit about the Puerto Rico National Guard's Pentomic reorganization. Nothing like a station list, but lists what units were in it. As this was early into the ARNG's converison it lists the interim "Combat Arms Regiment" designations, though. The major unit was the 92d Infantry Brigade.
South Carolina
1959 July 1 - Excerpt of "Report of the Adjutant General of the State of South Carolina for the Period Beginning July 1, 1958 and Ending June 30, 1959" (Full Doc on Hathi Trust, US Only) - Excerpt showing the Pentomic reorganization process including new and old Army NG units down to the company-level, armory locations, and interestingly the interim arm-agnostic "Combat Arms Regiment" designations that some of the early reorganizing National Guards adopted temporarily. The major army unit was the state's part of the 51st Infantry Division.
North Carolina
1961 Jan 10 - Report of The Adjutant General of the State of North Carolina for 1 January 1959-31 December 1960" - Shows North Carolina's new Pentomic Army National Guard units and their armory locations on pages 19 to 21. The major Army units were the 30th Infantry Division and 252d Artillery Group (Air Defense).
Washington
McGee, Samuel "History of the Washington National Guard, Volume 7, Washington National Guard in Post World War II Period" - This isn't a primary source, but for my purposes it has the 1959 Pentomic and CARS reorganization process on pages 127 to 129 including new and old units and armory locations down to the company-level. Major units included part of the 41st Infantry Division and 115th Artillery Brigade (Air Defense).
Vermont
1960-61 - Excerpt of "The Report of the Adjutant, Inspector and Quartermaster of Vermont for the biennium, 1 July 1958 - 30 June 1960" (Full Doc on Hathi Trust, US Only) - Shows Vermont's Pentomic reorganization process including new and old units, the strengths of the new units down to the company-level (plus Air National Guard units) on 30 June 1959 and 30 June 1960, and the Guard's officer roster with rank, name and billet in their unit. The major Army unit was the state's part of the 43d Infantry Division and 3d Squadron, 102d Armored Cavalry Regiment.

BITS.de's Archive of Military Doctrine - One of the larger repositories of U.S. Army Field Manuals from 1945 to the 2010s. Clickthrough to the "AMD - Archive of Military Doctrine" page and once on the Joint Publications (JP) part, click the link to the Field Manuals page. I don't know if it's just me but I find BITS pdfs to be very slow loading and it sometimes takes multiple page refreshes to load a manual, so I recommend downloading them yourself.
WarEstablishments.net (Defunct as of Jan 2026) - These are Wayback Machine links to digitizations of Cold War U.S. Army and Marine Corps TO&Es. Most of them are late- or post-Vietnam War H-series TOEs. Some of the pdfs on this site weren't archived before it went offline.
